God does everything for His glory and for the good of His people . God made Pharaoh disobey His command to let the Israelites go; so that He could show forth His power, display His wrath and publicize His name in all the earth. God desires to show His people from what He has saved them. All things God works together for the good of His people chosen unconditionally from before the foundation of the world.
In the following verses the scriptures will reveal that there isn’t a will free from God and repentance; apart from God granting the repentance. Jehovah turns the heart wherever He desires. The belief in “free will” was actually the delusion delivered by the serpent in the Garden of Eden when he said Dying you shall not die. You will be like God knowing Good and Evil. God told the truth when He said Dying you shall die and Natural Man became spiritually dead with no desire to seek after The True God and believe the True Gospel of Grace; who has mercy on some and hardens others. As streams of waters, the king’s heart is in the hand of Jehovah; He extends it wherever He desires
The following verses will demonstrate how God causes people to think certain things in order to accomplish His will according to purpose for the benefit of His people and for His glory.
And you, you intended evil against me, but God meant it for good, in order to make it as it is this day, to keep a great many people alive.
God caused the evil that Joseph’s brothers committed against Joseph for the good of His people; to keep them from succumbing to the future famine.
Joseph’s brothers hated Joseph because he was Jacob’s favorite son. They plotted to kill him but Reuben, one of the brothers, intervened. They drew Joseph out of the pit they put him in and sold him to the Ishmaelite’s for twenty pieces of silver.
Joseph ended up in Egypt where God predestined him. Joseph was appointed by Pharaoh to be in charge over all the land in Egypt which ultimately allowed him to save His people through prior preparation for the future famine. Genesis 37-50
And Jehovah said to Moses, As you go to return to Egypt, see all the wonders which I have put in your hand, and do them before Pharaoh. And I will make strong his heart, and he will not send the people away.
And Sihon the king of Heshbon was not willing to let us pass by him, for Jehovah your God had hardened his spirit, and had emboldened his heart, so as to give him into your hand, as it is this day.
Jehovah wanted to give Sihon’s land to the Israelites so Jehovah hardened Sihon’s heart so he would not let the Israelites pass by him. The Israelites took the land in battle.
For it was of Jehovah to harden their hearts, so that they should come against Israel in battle, so that they might be destroyed, so that they might have no favor, but that He might destroy them, as Jehovah commanded Moses.
1 Samuel 2:22-25
22 And Eli was very old and had heard all that his sons did to Israel, and they lay with the women who served at the door of the tabernacle of the congregation.
23 And he said to them, Why do you do things like these which I am hearing, of your evil things from all these people.
24 No, my sons, for the report which I am hearing is not good, causing the people of Jehovah to transgress.
25 If a man sins against a man, then God shall judge him. But if a man sins against Jehovah, who shall pray for him? But they did not listen to the voice of their father because Jehovah desired to cause them to die.
2 Samuel 17:14
And Absalom and all the men of Israel said, Good is the counsel of Hushai the Archite from the counsel of Ahithophel. And Jehovah had ordained to break down the good counsel of Ahithophel, for the sake of bringing the evil of Jehovah to Absalom.
Absalom stole the heart of the men of Israel. King David and his men needed to flee from his son Absalom and his men.
God desired and caused Absalom to follow the bad counsel of Hushai instead of following the good counsel of Ahithophel; so he could bring evil upon Absalom.
1 Kings 12:15 24
And the king did not listen to the people, for the turn of events was from Jehovah, in order to lift up His Word that Jehovah spoke by the hand of Ahijah the Shilonite to Jeroboam the son of Nebat.

2 Chronicles 36:22-23
¶ And in the first year of Cyrus the king of Persia, in order to accomplish the Word of Jehovah in the mouth of Jeremiah, Jehovah awakened the spirit of Cyrus the king of Persia, and he caused a voice to pass throughout all his kingdom, and also put it in writing, saying,
23 So says Cyrus the king of Persia, Jehovah the God of the heavens has given to me all the kingdoms of the earth, and He has appointed me to build a house in Jerusalem to Him, that is in Judah. Who is among you of all His people? May Jehovah his God be with him, and let him go up.
1 Chronicles 5:26
And the God of Israel stirred up the spirit of Pul king of Assyria, and the spirit of Tiglath-pileser, king of Assyria, and he exiled them; even the Reubenites; and the Gadites; and the half tribe of Manasseh. And he brought them to Halah, and Habor, and Hara, and to the Gozan River, to this day.
Behold! I stir up the Medes against them, who shall not esteem silver to be valuable, and they shall not delight in gold.
He turned their heart to hate His people, to deal craftily with His servants.
10 Then Pilate says to Him, Do You not speak to me? Do You not know that I have authority to crucify You, and I have authority to release You?
11 Jesus answered, You would not have authority against Me, not even any if it was not being given to you from above. Because of this the one giving Me over to you has a greater sin.
Men, Israelites, hear these words: Jesus the Nazarene, a Man from God, having been exhibited among you by works of power and wonders and miraculous signs, which God did through Him in your midst, as you yourselves also know,
23 this One given up by the before-determined purpose and foreknowledge of God, you having taken by lawless hands, having crucified Him, you killed Him

18 So, then, to whom He wills, He shows mercy; but to whom He wills, He hardens.
What then? What Israel seeks, this it did not obtain, but the election obtained it, and the rest were hardened;
For God gave (put) into their hearts to do
His mind, and to act in one mind, and to give their kingdom to the beast, until the words of God shall be fulfilled
1 Corinthians 2:14-16
14 But thanks be to God, the One always leading us in triumph in Christ, and the One revealing through us the fragrance of the knowledge of Him in every place.
15 For we are a sweet smell to God because of Christ in the ones being saved, and in the ones being lost;
16 to the ones, an odor of death unto death, and to the ones, an odor of life unto life. And who is sufficient for these things?
